After Cauvery, another row brewing over Mahanadi

NEW DELHI: At a time when Karnataka and Tamil Nadu are locked in a fierce battle over sharing of Cauvery waters, two more states - Odisha and Chhattisgarh - are on war path over sharing waters of the Mahanadi river. With the issue reaching a point where both states are not willing to move away from their respective positions, the Centre has called a joint meeting with the chief ministers of these two states here on Saturday.

Both Odisha chief minister Naveen Patnaik and his Chhattisgarh counterpart Raman Singh have confirmed their participation in the meeting+ , which is to be chaired by water resources minister Uma Bharati.

While Odisha has accused Chhattisgarh of not consulting it while building seven to eight barrages on the Mahanadi river, the latter claimed that it has not been drawing more water than what is due to it. The Raman Singh government has also questioned the Patnaik government's objection to the barrages, saying these are not at all hampering the flow of the river.International bulk sms service

The Odisha government has also been demanding setting up of a tribunal to look into the issue of water-sharing, arguing that it was a central government project and therefore the Centre must take a call on the issue in national interest.

केवल संसद तय कर सकती है कि जनता का धन कैसे खर्चा जाए: अरुण जेटली

नई दिल्ली: अक्सर ये सवाल उठते रहते हैं कि जनता के धन को राजनीतिक पार्टियां कैसे खर्च करती हैं इसकी जवाबदेही कौन तय करेगा? सांसदों के वेतन और भत्ते जब चाहें बढ़ाए जा सकते हैं और ये जनता के पैसे से ही होता है, इसके लिए क्याकौन लेगा? आज वित्त मंत्री अरुण जेटली ने न्यायपालिका को परोक्ष संदेश देते हुए कहा कि यह तय करने का अधिकार केवल संसद को है कि सांसदों को कितनी पेंशन दी जा सकती है और अंतर-संस्थागत अनुशासन का सम्मान करना होगा.

संसद सदस्यों को मिलने वाली पेंशन और अन्य सुविधाएं रद्द करने की मांग करने वाली अपील पर कल उच्चतम न्यायालय ने केंद्र सरकार और चुनाव आयोग से जवाब तलब किया था. इसके जवाब में आज वित्त मंत्री ने बात कही है. राज्यसभा में आज विपक्षी सदस्यों सदस्यों ने भी चिंता जताते हुए कहा था कि सांसदों की छवि धूमिल की जा रही है.

इस पर जवाब देते हुए वित्त मंत्री और सदन के नेता अरुण जेटली ने कहा ‘‘यह एक निर्विवाद संवैधानिक रूख है कि जनता का धन संसद की मंजूरी के बाद ही खर्च किया जा सकता है. इसलिए, केवल संसद ही यह तय कर सकती है कि जनता का धन कैसे खर्च किया जा सकता है. कोई अन्य संस्थान इस अधिकार का उपयोग नहीं कर सकता.”

वित्त मंत्री ने कहा ‘‘यह तय करने का विशेष अधिकार संसद को है कि सरकारी पेंशन लेने का हकदार कौन है और कितनी पेंशन लेने का हकदार है. यह संवैधानिक रूख है जिसे प्रत्येक संस्थान को स्वीकार करना होगा.’’ विपक्षी सदस्यों ने उच्चतम न्यायालय की इस कथित टिप्पणी का मुद्दा उठाया था कि 80 फीसदी पूर्व सांसद ‘‘करोड़पति’’ हैं.

जेटली ने कहा ‘‘मैं सदस्यों की भावनाओं का सम्मान करता हूं और सरकार हमेशा इस रूख पर कायम रहेगी. मेरे विचार से अंतर-संस्थागत अनुशासन के तहत यह एक संवैधानिक रूख है जिसका सभी संस्थानों को सम्मान करना होगा.

As India Considers Action For Wrong Maps, Pak Objects - And Is Told Off

With India considering a proposal that would punish publishers or creators of maps that distort Kashmir with a stiff fine and time in prison, Pakistan has complained to the United Nations -triggering a brusque response from Delhi.

"Pakistan or any other party has no locus standi in our internal legislative matter," said a statement from the Foreign Ministry.

Earlier, Nafees Zakaria, a spokesperson for Pakistan's Foreign Office said India was trying to propagate an "incorrect and legally untenable" map, in violation of UN Security Council resolutions.

A letter sent to the UN by Pakistan urged India "to stop acts that are in violation of international law".

As reported first by NDTV a few weeks ago, the Home Ministry has sought feedback on a plan that makes it essential for anyone offering maps online to get a license from the government. Services like Google Maps gather information from satellites and crowd-sourced data. These could become illegal without sanction.   

The proposal also offers a prison term of up to seven years and a fine of Rs. 100 crore for anyone who publishes an incorrect map of  India's borders, including in Kashmir. India has in the past acted against media companies who showed inaccurate maps, but if it becomes law, the bill would impose specific penalties for the first time.

Last year, the government took the Al Jazeera news channel off air for nearly a week, saying it had repeatedly shown incorrect maps of Kashmir.

In 2011, The Economist placed white stickers over a diagram of borders in 28,000 copies on sale in India.

The government's new proposal could be submitted for review to parliament when it meets next in July.
